Texas is dealing w/ a debt crisis and Texas has benefited more than any other state from government officials because of LBJ, Bush and Bush.. As for Florida they have a wonderful massive tourism industry, Alaska is a welfare state to not be too blunt and will pay you to relocate. Your question would mean for various programs states would have to go it alone without any government subsidies, military contracts or bases or pork and help of any kind and most states do not want that.
