PLEASE READ NEED HELP?

had caps on to gather attention, i posted this once but the only answer i got was a joke, you know how the government now has tracking chips that can be inserted under the skin of the hand or head, when did they start using them, i ws born in 1995 so i am wondering if they had it developed for babys in that time period. i don't like the face the government could see were i was 24/7 i feel like i would be losing my rights.
